
Cammie is a Special Counsel with the Firm.* Cammie has extensive experience in litigation matters arising from child welfare and children’s mental health programs.
Prior to joining the Firm, Cammie was the Deputy Secretary for Children and Adult Services with the West Virginia Department of Human Services. She was previously the Department’s Associate General Counsel. In these roles, she led several major initiatives and legal efforts, including:
- Managing the defense of In re. Jonathon R., a foster care class action lawsuit.
- Negotiating a memorandum of understanding with the U.S. Department of Justice to reform children’s mental and behavioral health services in West Virginia. This agreement avoided court involvement.
- Coordinating efforts to comply with the U.S. Department of Justice agreement that required coordinating with three bureaus within the Department to support the reform of the children’s mental and behavioral health services.
- Establishing an office within the Office of Cabinet Secretary focused on continuous quality improvement of the children’s mental and behavioral health programs.
- Spearheading the restructuring of children’s residential facilities in West Virginia.
- Collaborating with the West Virginia Department of Education, Division of Probation, and Bureau of Juvenile Services to provide prevention services to children and families.
- Providing regular testimony and presentations to the West Virginia Legislature regarding the child welfare agency and the reform of children’s mental and behavioral health services.
- Offering technical assistance and education regarding all aspects of child welfare, children’s mental health, child care services, and adult protective services to the West Virginia Legislature.
Earlier in her career, Cammie was the Director of Children’s Services for the Supreme Court of Appeals of West Virginia. In addition, she was in private practice for 16 years, representing clients in diverse areas such as Child Welfare Law, Real Estate (residential, commercial, and mineral), Business Transactions, Corporate Law, Health Care Law, Probate and Estates, and Criminal Law.
